Mr. Goulbourne Alleyne, FCII, Are, ACIS, MBA, CAMS

Deputy Chief Executive Officer

Goulbourne joined the company as Deputy Chief Executive Officer on January 3, 2012.

He started his career in the insurance industry over twenty-five years ago and has worked in different areas of business operations including Underwriting, Claims and Reinsurance.

Prior to joining the Insurance Corporation of Barbados Limited (ICBL) Goulbourne held the position of Vice President - Claims & Underwriting since June 2009 with BF&M Limited (Bermuda). He also held senior management positions in Barbados with other insurance entities. The most recent was that of Senior Vice President - Insurance Operations.

He is a Chartered Insurer and holds Fellowship designations from the Chartered Institute of the Life Management Institute and the Financial Services Institute along with Associate designations in Reinsurance from the Insurance Institute of America, and in Customer Service from the Life Offices Management Association. He is also an Associate of the Chartered Institute of Secretaries and Administrators (UK). He also holds a Masters in Business Administration (Strategic Planning) from Edinburg Business School.

Goulbourne is a Certified Fraud Examiner and a Certified Anti-Money laundering Specialist. His hobbies include reading and gardening. He is married and has two children.

Mr. Denis Bradshaw, FCII, MBA

General Manager

Denis is a Fellow of the Chartered Insurance Institute of the United Kingdom and is a Chartered Insurer. He holds a Masters in Business Administration from Roberts Kennedy College, Switzerland. Before joining the Insurance Corporation of Barbados Limited, Denis worked in the Ministry of Finance.  He was a founding member of the Insurance Institute of Barbados, which administers insurance education in Barbados.

Denis is married and is the father of one.

Miss Valentina Blackman–LL.B (Hons), LL.M (UWI), LEC, FCIS

Corporate Secretary/General Counsel

Valentina holds a Bachelor of Laws (LL.B) (1986) with upper second-class honours and a Master of Laws (LL.M) (1995) from the University of the West Indies. She also holds the Legal Education Certificate (1988) from the Hugh Wooding Law School, Trinidad & Tobago and a Diploma in Ocean Law & Policy (1996) from the Rhodes Academy of Oceans Law and Policy in association with the University Of Virginia School of Law.  In October 1988 she was called to the Barbados Bar.

Prior to joining ICBL she served as Principal Crown Counsel in the Attorney General’s Chambers of Barbados for twelve years and worked in private practice.  Valentina is a Fellow of the Institute of Chartered Secretaries and Administrators (2006) of Canada. She has also attended and received two Certificates following her participation in the Alternate Dispute Resolution and the Advanced Alternate Dispute Resolution workshops co-sponsored by Stitt Feld Handy Group and the University of Windsor, Faculty of Law (Canada).

Mrs. Jennifer Clarke, CGA, ACIS

Financial Controller

Jennifer is a graduate of Queen’s College (Barbados) and Algonquin School of Applied Arts and Technology (Canada).  She is a Chartered Accountant and holds the designation of Certified General Accountant (CGA). She is also an Associate of the Institute of Chartered Secretaries & Administrators of Canada and a member of the Institute of Chartered Accountants of Barbados. She has attended various training courses including Insurance Management, Reinsurance and Life Insurance Accounting.

Jennifer was appointed Financial Controller of ICBL in February 2004.  Prior to this appointment she held the post of Assistant Manager, Accounts Department for over 12 years, having joined ICBL (then ICB) in August 1992. She also acted as Manager of the Department on several occasions and has over 30 years experience in accounting.

Jennifer is married and is the mother of three.

Ms. Rosita Heletsi, M.S., B.S. (Magna Cum Laude).

Assistant General Manager, Human Resource Department

Rosita holds a Master of Science Degree in Labour and Industrial Relations with a major in Human Resource Development from New York Institute of Technology, and a Bachelor's Degree in Public Administration from Medgar Evers College, New York.  She is also the recipient of the New York Mayor's Graduate Scholarship and the prestigious John Theobald Award from the Center of Labour and Industrial Relations, New York Institute of Technology.

Rosita served as a Human Resource professional for more than twenty-five years in Barbados and the USA.  She has held a number of senior positions, including Employment Manager in health care organisations in the USA and Assistant to the Vice President for Administration at New York City Technical College. She joined the ICBL in 1991 as Manager, Human Resource Development. As Assistant General Manager, Human Resource Development, Rosita is responsible for all aspects of Human Resource Development and Facilities Management at the ICBL.

Rosita is the mother of two.

Mr. Tyrone Lowe, CLU, ChFC, RHU, LUTCF

Assistant General Manager, Life Division

Tyrone is a Chartered Life Underwriter, Certified Financial Counsellor, Registered Health Underwriter and a Fellow of Life Underwriters Association Training Course of the American College. He has also pursued several other industry courses including the Agency Management Training Course, Managing Financial Advisors and the Barbados Community College’s Certificate in Mutual Funds.

Tyrone entered the Life Insurance industry in 1989 as a Life Underwriter.  His career includes positions with other leading insurance companies in Barbados. He is a Past President of the Barbados Association of Insurance & Financial Advisors (BARAIFA) and currently serves as Treasurer of that organisation.  He has also served as a director of the Caribbean Association of Insurance & Financial Advisors (CARAIFA).  Tyrone joined the ICBL in December 2006 as Assistant General Manager, Life Division.

Tyrone is married and has two children.  He is a ballroom dance enthusiast.
